the report on the Blue Book for 1909, at pages 23-24 of my
despatch No.231 of the 20th of last July, an account of the
measures taken by this Government to regulate and restrict
the consumption of opium, morphine and compounds of opium.
Since that account was written it has been found necessary
to take further steps to restrict the traffic in morphine,
compounds of opium and cocaine as follow:
-
(1) The holder of a licence for importing for
sale or use within the Colony, preparing manufacturing
or dealing in Morphine & Compounds of Opium may not be ab-
sent from the Colony for more than 7 days without the
approval by the Principal Civil Medical Officer of a
